These days, unless you either have the SKC or have access to the equipment to extract then VW are the only people that can do it. Even the Tech's don't see the SKC anymore.
I would probably bin the eBay key fob and buy a new, VW, one you should be ok with the blade and have it coded at the same time as deleting the other key.
I seem to recall the car will 'lock' if too many failed attempts have happened but I think it is only a time delay to stop you doing it at the time. VCDS/VAS can display the waiting time - Look in 17 Instruments, Measuring Blocks 08 and select Block 24. Each of the three fields must be at zero before turning off the ignition.
How long has the ignition been on since the problem occurred?
You can also check the suitability of a key by reading Block 22, the third field must read 1 if the fob can be used.
There is also a prerequisite of having an adequate battery voltage, if he had lots of attempts he may have lowered the battery voltage.
