1.6 fsi Fan 1 Control Circuit Low

As the title suggests I'm getting fan 1 control circuit low, I'm guessing this is related to the smaller fan not spinning and the larger fan occasionally sounding like I'm about to take off unless ECON mode is turned on... recently replaced both the fan only a couple months ago due to neither spinning, is there something else going on here or did I just get a dodgy fan unit?
