Cam and crank pulley timings marks misaligned

Hi!
I am changing the timing belt on my BWA GTI and when setting TDC on the top of the engine, the notch on the crank pulley is out. It was like this before I started the timing belt replacement.  I’ve replaced the belt and aligned the teeth exactly by marking the belt and teeth on the sprockets. Question is, should I align the marks by adjusting the belt by a few teeth? I have checked cylinder 1 is at TDC by removing the spark plug etc.  Thanks!

Well it’s now sorted. I did refit the belt identically to the one taken off. Started and way too much noise. Intake cam adjustment was 32.5 before the time of belt change and the same after.
Set the crank to TDC and moved the cam a tooth forward so both marks aligned. A lot smoother and quieter now, even than before the timing belt change. Intake cam adjustment requested and actual is now 28 which I believe is the correct value?
