Apparently a pedestrian hit at 20 mph has a 95% chance of survival. The transition from minor to major injuries occurs at 20 mph. However, this is based on current car design under stringent regulations.
Anything pointed which is added to the front of a vehicle will greatly increase the risk of much more serious injury in the event of a pedestrian impact. Human beings are made of soft flesh - It's simple physics. You can easily kill someone with a blunt screw-driver.
