Rust inhibitor / protection

Hi I've found some more rust on my gti just wondered if rust inhibitors work and after repair/ respray would waxoyl or hammerite on inner wings do any good and will the rust reappear or is new wings the best bet ?? Just annoys me cos other wise it looks mint  cheers andy
