Ebay Dispute please help

Here is story,
Bought headlights from ebay, paid seller on March 23rd. 3 weeks later no item arrived, contacted seller, no response, opened dispute, seller issued refund echeque, again had to wait 14 days to clear, today spoke to pay pal and they assured me money will be in account in couple days, in paypal status shows transfer to credit card completed. Ebay and Paypal automaticly closed case. Now I received email from paypal, The refund sent by ********** did not clear from the sender's bank. You have not received funds for this payment in your PayPal account.

Please contact ****** ******* regarding this refund

WTF???

What to do next???

as above mate, talk to them, aslong as the seller is still reg on ebay they will take the funds from his paypal, even if its not there, they will put it into your account instantly, they will always side with the buyer in things like this mate

That what they assured me today, we will take money from seller account anyway.
But what if No funds available in scum's account??

then he will have a neg balance and have to fund it before he can use it, name and shame him mate

He did same to another buyer, as neg feedback was left for not receiving item.

Yes they take the money even if you do not have it.

Total legitimate sale of a video camera, posted after he paid then the bank reversed the payment and Paypal took the money from my account so negative.

Just as I was about to drive 200 miles to 'pay a visit' he phoned me and explained he had changed banks and sent me a cheque, which cleared.

I was lucky.

But yes they will just put him in neg.
