Blower issue....?

I have a climate control unit and the fan was speaking so I took the glovebox out and sprayed the fan, job do, while I was in there I noticed two flaps over the fan, back one seems to move backwards and forwards in the same spot really fast and the closest flap does absolutely nothing, when I have the heaters on the back flap keeps having its fit and it seems to be stopping air coming out fully? If anyone gets me can you help as my windows keep steaming up :(
